That is the top race, and it needs to be removed by unscrewing it. It is usually only hand tight, but if it hasn't been moved for a while it might be hard to get it started, so try wrapping it in a piece of old inner tube to get some extra grip. Once you have unscrewed it the forks should be free to remove from the frame
