because of the large jump between the 30t and 46t, a longer arm is necessary, i.e. when you go on the 30t ring and 14t cog, you do not want the derailleur to rub against the freewheel, hence why the chain was set short to prevent that in the first picture
Today I've replaced the old derailleur (I damaged it in Cumbria) with a Tiagra medium one instead, see for yourself;
