It's parsing. It is left to the reader to decide, when parsing the sentence, whether the object of "considered" is "[the] freewheel" or "the lack of a freewheel", something which has been left strictly ambiguous by my choice of syntax, but should be abundantly clear to anybody who comprehended the sentence.
Anyway, I'm sure Oliver was just being playful.
