If they think he has their best shot at the CG they will, straight commercial decision. Sky have bigger fish to fry than pandering to the UK market, so they won't care what nationality of rider takes the Tour win as long as he's wearing a Sky jersey.

Is he really an overall GC contender though? Maybe in the future but I doubt next year. My uninformed guess would be that they'd still select him though even if he wasn't their GC focus.
