Which Commuting frame for 350?

I'm looking to build up a nice commuter fixie, I think I've got a budget of about 1200 total and I'm budgeting 250 for the frame question is which one?

I liked the look of the 'cotic x' cyclocross frame but I think it might be little heavy at 4.5lbs frame only. or am I completely wrong?

Actually re-reading your first post, it's pretty vague.

Do you mean you want a frame like the cotic x, and just want to know what else there is in this particular genre that would be lighter?

Or do you have particular requirements?

• wheel size? (26", 700c, and tyre size/clearance needs please)
  
• braze-on requirements?
  
• brake? (discs, v-'s, calliper)
  
• style? - fast (you talk about weight a lot), sharp handling, comfortable mile eater, semi-off-road, semi-pro-fixie?
  
• frame material? - is steal a must?
