No it doesn't. Common sense is what would help the case of cyclists.
I think you're both being short sighted. Why should you have the right to get to the front if someone else was there before you? In the eyes of the law the being in the box in UNENFORCEABLE, so you're kinda kicking off for nothing. You (Oz) seems to to pick his fights very carefully dependent on who is driving what. Not exactly principled.
Most important: What the fuck would you advise when the box is full? Have you seen the stupidity of cyclists when there no space in the box? The problem is the ASL not being for for purpose. No wonder others have the (mostly false) view the all cyclists are selfish.
