What you are thinking about may be a lot more complicated and difficult than you imagine but it is worth getting some ideas together. Essentially, funding is going to be your main issue. That and getting people to take any kind of training even if it is offered at a great discount. Many of the students will already qualify for subsidised training but whether or not they know that, or are interested, or understand what it is, or can see the benefit, are the questions.
