The easiest way is probably just to acknowledge pushing and shoving within the ruleset separately and remove forearms from the space protection ruling (as it seems to add confusion and a grey area for allowing shoving).
In my head "meeting" forearm-to-forearm is allowed B, but any "argy bargy" would be frowned upon/penalised as a shove?
