just put the fixed cog on the free side, and pedal hard to tighten it on. if you use your brakes to help you slow down it wont budge. First time I rode at meadow bank track in edinburgh all the hire bikes were set up like this - lock rings are a luxury until you start riding brakeless in traffic.

if your riding brakeless then buy some brakes...
