What are the fluoro bibs for? riders stopping to do a bit of work on the roads?

Doesn't it somewhat negate the point of hi-vis? to make cyclists supposedly more visible to drivers? on closed roads?

Its because vehicles bounce off flouro dont you know anything?
they got a Bournemouth Skyride in a bout 2 weeks with 5 minutes to organise it...
