Start from London, something like a £750 > £1,250 road bike is what he needs. In 58cm size or thereabouts.
He basically wants a week cycling in the South of France, but wants to get used to the bike for a couple of days before he goes. To hire one for a, say, 10 day period, and for it to be in the South of France for 6 or 7 of those days.
