Yep, it does sound like he's probably using a quill to ahead converter. But some BJ's do come with 1 1/8" steerers. I would wait until you get the bike. Then come back if you are still unsure.
You won't find any 1'1/8's that look exactly like a quill stem. This thread has a few options tho: http://www.lfgss.com/thread56173-2.html#post2137023
