The rain jacket is fully waterproof; the wind jacket isn't. The wind jacket is more breathable (rain jacket is boil in bag territory due to waterproofness; I don't care what they say about it being both) and probably waterproof for about half hour. They both scrunch down pretty small.
Other brands will probably be just as good really...
