    No idea about the frame, but the components don't look like they're pre-WW2. Looks to me like Weinmann Vainqueur/999 brakes, Huret Svelto derailleur (it's definitely not Cyclo), Williams crankset (look up how to date them on Classic Lightweights), Brooks B5N saddle (with the square logo, not the older oval one), GB bars and stem, and a 1970s Landar sticker on the head-tube. I'd venture a TDC headset and BB. At a guess, I'd say it was 1960s.
