I don't think it oversteps the line either. There's nothing sanitised about an accident, so to wait until the scene is clear to capture the area as we recognise it would be to take a photo of any other piece of road. Crashes are awful things, and evidence of it by way of photos reminds us of it in a useful way. They must stop short of glorifying the scene though.
