i got away with old conti gp4000s 23s. i was about 78kgs when i did it and had 90psi. i thought id bottom out but never did. it was just right over muddy slippery cobbles.
i swapped my road bottle cage with stiffer mtb cage. worked fine. bottle was never full tho
