I think it depends a lot on the breed. I've had a few moggies from the pound (in Australia) and I couldn't keep them inside for love or money. Needless to say the poor little fellas are no more, although one did make it through 6 years of long distance roaming accross various roads. I once found him 3km from our house, hunting fucking parrots in someones front yard. Put him in the car, drove home and he's straight off on another adventure...
I know someone with an Abysinnian and it freaks out when the door is left open and is petrified of the outdoors. That would be perfect for London, but I think maybe it's just pot luck as to their temperament.
