I don't know... I can understand you have to have a way of controlling the fishing industry and enforcing internationally agreed quotas but the waste seems both unforgivable and counterproductive. Surely they could land them but not get paid for them, thus lowering overall market price slightly and having the same deterrent effect but without the waste?
