You have enough money to simply make one, just ask around (neighbour, friends, families, etc.) if they have any old bike in the shed and all you need to do is simply spend extra money on a rear wheels and a few bit and bob that need replacing.
In fact, someone did just that not long ago (but shorten the chain instead);
Doesn't look eye-candy like those 'ready to ride' bike, although the charge plug isn't that much of an eye candy.
