The entire STI lever had jammed and broken, hence the cable snap
The brake rub was when Anna stacked at the bottom of the descent
"In the leading peloton a minor disaster took place with Anna Fischer coming down in a gravel-strewn corner. She managed to get up before the last rider had passed her but, now on the uphill, realised the rear break was rubbing against her wheel. Due to the narrow roads and the team car being far back in the convoy, Anna decided to ride on slowly, dropping back through the cars, having her bike mended whilst on the move."
