Dropout replacement shouldn't be a biggie depending where you get it done. Mercian or Jackson would prob be the top-end places to go for if you really care about the frame.
I don't know if welding is really a good idea at the dropouts as they are normally cast to bear up under load, so the weld would always be weaker, but I'm no metallurgist so...
