My 2p. Why not make it a democratic decision given that it's such a contentious issue.
We're a community and the attitude of if you don't like it, cock off, isn't very nice. Obviously you can't please everyone, but is there anyone who like the shuffle rule?

It doesn't always have to be democratic.
