As for B+Bs I've never stayed in Topsham, but they have a few, and the the local website http://www.topsham.org/ has a link for accomodation
In Exmouth (a little further on- there are decent ones, as there are in Exeter and Taunton)
In Dartmoor i've always camped but the national park website is very helpful...http://www.dartmoor.co.uk/
