well, the top lock-nut of the headset could be un-screwed with the use of usual lock-ring tool. you should try that first. if it comes off, then just take the two spacers off, and lower headset cover. this should reveal what's actually that thing sticking out.
^all of that is quite obvious innit? :)) unf, in my experience i never seen smthn similar. maybe somebody tried to stick a seatpost inside? is that steal or alu?
