ed - as tourers these have relatively long seat tubes (low BB) for the top tube - because of the long headtube need for touring posture (so top tube can be shorter than expected on given frame - i've got a harry hall tourer that's 60cm on the seat but only 56cm on the top tube )- also they came in both 27" and 700c - they were just around the change over years .
i have a carlton that will have been the exact frame as the royal for at least one year of production (a little big for you maybe ? 58cm on top tube - but watch out for them too)
