Can't you formalise Trixie and then go and badger the City Bridge Trust - they're the Trust that administers grants from the City of London, and with their backing you'd be pretty secure.
They run a green-ish grant programme. I'm sure you could argue that cycling forms part of a lower carbon emission London. Deets here:
