I think it's probably a fake, irrespective of the year, created by an internet T shirt company. I can't imagine BP paying for a real ad like that: what's the purpose of it? who's the intended audience? Americans?
The juxtaposition of 'oil' and 'shores' has been taboo in corporate advertising for oil companies for years and years. There are lots of smart people involved in the creation of these things. They'd all have to have their brains switched to off momentarily for something like this to get out. Unlikely.
