any clear laquer you put on to bare metal will chip and peel off very easily... you need to use an etch primer to prep the matal first... this gives the paint something it can bond to.... the problem with this is, all etch primers iv'e ever seen are coloured, so you wont get a baremetal effect.
if you want a clear coat over metal, that will last and protect against rust, the only way to do it is with a clear powdercoat.... which would cost around £50 at armourtex.
