I'd say that descending a hill in the rain is a pretty consistant surface.......as opposed to the mixed surfaces I'd been referring to. The rain would also have cleaned the surface, making slicks a safe bet for fastest descent.
If the surface were mixed, I think a different tyre (light tread) would be better.
