HR lag and HR creep is an issue but I trained for years with a HRM and never found it to be that much of a problem. My HR sounds like it responds quicker than yours but I was also doing longer intervals 5, 10, 15, 20, 30min where HR lag was less of an issue.
The only time I was doing shorter stuff, ie. sprints, was when I trained with my LBS guy in the shop or hill sprints and for those, HR was ignored and only looked at afterwards (to humour me or to see if session to session the same program was completed at a lower HR - almost never).
2x20s are what I do most of the time now.. when I can be bothered to ride the turbo. The problem with these is that my power is down about 50-70W from last year so all my previous ideas about where to train = fail.
