Depending on where it was it is the council or TfL's responsibility (red routes). Report it on TfL website they will pass it on to the council if not their route. And yes you should claim.
I reported a couple of potholes the past two weeks, one is Wandsworth responsibility and hasn't been done, one is TfL's responsibility and has been sort of filled in but not to the top so there is still a drop, I couldn't believe it....
