Sarah, you can still play all the teams outside of the league?
The selection process for London's league/best teams would involve less play, true. I would argue that it would give a more accurate representation of ability than using forfeits, so the UK Champs round-robin analogy doesn't work for me.
If teams still fail to play all their games, then that would suck big time and the league-splitting idea is flawed. (Most teams have given "not enough time for polo" as the reason for missing games, which is where my view comes from).
