^^ Many people new to cycling are already freaked out at the cost of a new bike, having often not thought about it since they were children, so expecting 'toy' prices.
Having expected to pay £200, then finding they have to spend £4-500, they then begrudge spending another £50 on a lock.
So they buy one of those feeble bits of string.
