The NHS was at it's most efficient during the 60's (ie the carry on films period), time and time again is it discussed that the Matron system was by far the most efficient and effective system. However, the 'problem' was the nurses ran the hospitals rather then the 'management'.

There is now a culture of consultancy which costs a ridiculous amount of money.

This I cannot shoot down as I haven't the knowledge to do so. Could well be this is how it is, nowadays.
