I do a lot of work with people in Norwich. One day I asked one of them, a woman who had grown up in Dublin and moved to Londonas a young adult but then on to Norwich a dozen years earlier, what the cultural life of Norwich was like.
"You have to understand" she said, "that this is the place that lost out to Liverpool as European City of Culture."
