The nice parts of Norwich are nicer than the shit parts of London, and the shit parts aren't as nice as the nice parts.
If you take an average niceness of Norwich, and of London, then Norwich will be nicer. London has huge swathes of horrid grey crapness.
But, I lived in London for ages, and plan to again. I love it.
