I would advise that you speak to Scherrit (The Bike Whisperer) are not going for made to measure then you need someone to advise you on components and a frame.
When I was younger I had a made to measure Ken Ryall frame built and I choose the components some expensive and some of my own but it was a fucking awesome bike as everything felt better, smoother and faster. Spend the money on the frame as anything that hangs off it can be upgraded and sold on.
Ahhh one thing to consider, how old are you as if you are still growing then you may need to factor that in.
