if you cant ride safely without obstructing trafic you shouldnt be on the road?

why not. part of riding safely IS obstructing traffic so they have to pay attention to you, primary riding position is bang smack in the middle of the lane.

On a bike, you are traffic. Traffic is people moving about, going about their business, getting from A to B. The mode they use is irrelevant. People on foot are traffic, too.

It is unfortunate that 'traffic' has come to be a shortened form of 'motor traffic', but it is worth paying attention to this phrase and to deliberately say 'motor traffic' whenever you need to. It avoids confusion.
