From my experience, coats of paint are measured in microns, so I'd doubt you'd get them so thick that they'd prevent fitting.
That may apply to paint, but powder coating is much thicker
The guys who did my frame also forgot to cover the seat tube and the headtube.
Neither the seatpost or the headset cups would go in (not even close) without removing the powder coat
