When driving and I see a child riding a bike on the road, I find the best approach is to drive in their vicinity in no way different to the way in which I would drive in the vicinity of an adult. It is not right to moderate your behavior around different roads users, all road user should be treated in the exactly same manor. I think if they make a mistake it will learn them. In this time of equality we can not have preferential treatment just like it's wrong to give up your steat on the bus for an elderly person (ageist) on pregnant women (sexist) it's wrong to give cyclist (especially the young ones) preferential treatment.
If drivers truly are responsible for more accidents as stated in this report (which must be fudged, have you seen the way most cyclists ride?) what it is really hiding is that cars a bikes don't mix, cycling is too dangerous, hence we should ban (or at the very least license i t and make helmets compulsory) cycling, or keep it only in parks and on cycle ways.
