You need to work out what a 54 gives you. Seat height will be the same (just a bit more seatpost), saddle to bar drop will be bigger and TT will be around 2cm less (haven't looked at geo for 54 and 56)
So it will be the roughly same as using a 50cm stem on the 56. A 50cm stem does suggest something is wrong but then so does a 70!
I also find that risers throw out sizing and I ride a smaller frame with risers that I would for a bike with drops
