11cm of seatpost is around a fistful, which is fine on a horizontal toptube bike. The standover issue is not uncommon (I have zero standover on my well fitting BJ). The real question is wether your top tube length is right. This can give you an idea, providing you can determine your flexibility. http://www.competitivecyclist.com/za/CCY?PAGE=FIT_CALCULATOR_INTRO
I'm 170cm and ideally like a 53cm toptube with a 90/100 mm stem. But then I ride with my hands pretty low for a short guy. If you are running risers and are sitting more up right, this can shorten the reach that you are comfortable with.
Whats the top tube length of the fuji track? 54/56
ED: The forementioned BJ is a 51, so if your 3cm taller than me, and ride less aggressivly (growls) then its likely a 54 would be better (IMHO)
