Apologies to interrupt the puns, however I cycle every day with headphones on, even when the music is pretty loud, I can still hear cars coming up behind me. I have never been in a near-miss as a result of listening to music while riding, I see no problem with it whatsoever.
Maybe they should make sure that all cyclists on the road posses basic cycling skills before making sure that they can hear everything within a 2 mile radius. I've had more near misses because of other cyclists who have no idea what they're doing than those listening to music while riding.
However, I will admit, what i'm listening to while cycling does affect how fast I ride, the difference between listening to Motley Crue/Judas priest and listening to ELO/The Carpenters is pretty noticeable.
