Usually I would say: use new inner and outer cables and bar tape, too.
Inly if it's new or nearly new, it would be a waste not to re-use it.
But in all other cases: the bike will perform and look so much better with new parts. Doesn't cost a lot either.
But if it still works okay and you're looking for the cheapest solution:
in most cases it's hard to re-use a short cable.
Most people cut the inners off quite short end the ends are not clean but frayed, thus hard to re-install.
Usually the short part has to be trashed.
Same story reinstalling the rear cable to the rear brake. But it does still make a wonderful front cable.
Why is it necessary to rewrap the tape? Because it's too short? No way.
You can easily cut the outer cable (e.g. 1cm from where it leaves the bar tape).
Then, install a connector (you know, the ones you always got with the 1st sets of Shimano aero levers, cost 10 p) and use an extra piece out outer cable from the connector to the brake.
