By the hour is definitely a massive plus as you can hold them to it if it's in writing as opposed to a charging a half day rate and running over.
Also, the fact that they'll have a genny in the street should give you an idea of the potential size of the shoot.
I'd say that price-wise it sounds a good deal but do be sure to ask about damage/insurance.
