andel/blb cranks should be in my experience used with 107 JIS tapered BB.
Sugino 103 BB is JIS not ISO.
the chainline is usually stated as plus/minus 1mm. you can juggle chainline a little bit with sprocket with wider/narrower shoulder.
also face the fact that unless you have an adjustable bottom bracket chainline never will be perfect.
