I don't think any of us are playing in our polo league to try and win a space in a competition next year!
my view : If & when we need to determine a number of the top teams to go through to a specific tournament, then we should have a tourney/mini league allowing all teams a fair chance of competing for this. Just don't give out spots before everyone has had a chance to play, otherwise the league winners, & losers could miss out!
Remember teams may very well change before then, & not all teams wanting to play in the euro tournament will be committed to playing in the league.
