Those are the original dropouts, my plum frame had Brev Campag ones too, there are no bottle bosses on the main tubes so the frame couldn't have been a road one that was converted and there would be no need to fit new dropouts otherwise. Given the paint is original - brazing work would have done a lot more damage than that. It's probably just that the paint ran over onto the chromed section and has started to peel back because an etching primer wasn't used on the chrome.
