Seems like a very high spec for a pompino (IMHO), but if you you like the frame then why not.

The V-brake on cycloX frame set-up, can look a bit bulky (my personal set-up on my utility bike), but does work well. I'd be tempted to go the canti route if I was building something a bit bling though.
As for bars, I like the Deda Fluida, which have a nice shallow drop ( I assume I have much shorter arms than you though).

Incidently, if you are planning on using dropbar brake levers with your v-brake calipers, I use Tektro RL520 levers on my utility bike, and they work really well.
