Seems like a very high spec for a pompino (IMHO), but if you you like the frame then why not.
Voodoo do a similar frame, http://www.voodoocycles.net/08_agwe.htm as do Surly. http://www.surlybikes.com/crosscheck.html
The V-brake on cycloX frame set-up, can look a bit bulky (my personal set-up on my utility bike), but does work well. I'd be tempted to go the canti route if I was building something a bit bling though.
As for bars, I like the Deda Fluida, which have a nice shallow drop ( I assume I have much shorter arms than you though). http://www.ribblecycles.co.uk/productdetail.asp?productcatalogue=DEDAHBAS660 Also popular is the Big piega. http://www.ribblecycles.co.uk/productdetail.asp?productcatalogue=DEDAHBAS700
Incidently, if you are planning on using dropbar brake levers with your v-brake calipers, I use Tektro RL520 levers on my utility bike, and they work really well. http://www.sjscycles.co.uk/product-Tektro-Tektro-RL520-Aero-V-Brake-Levers--Black-14956.htm
