Rough being the operative word I just tried to work it out from the pdf above (bored at work). BB drop should be about 64.7 mm. Using Dutch Cheese's suggestion of a wheel w tyre at 675 mm the BB height should be ca 610mm?

Your BB height result is so manifestly wrong that it should immediately have drawn your attention to your mistake of taking 675 as a radius, not a diameter. Actually, 668 is a more reasonable number for 700x23, giving a radius of 334 and a BB height of 269.
